IT Maturity Assessment as the Foundation of IT Governance for the Digital Readiness of Manufacturing Companies

PT Bhirawa Steel is a national steel manufacturing company established in 1973 and located in Surabaya, East Java, with a primary focus on the production of concrete reinforcement steel to support the construction and infrastructure sectors. In its development in 2019, the company became part of the state-owned enterprise group PT Hutama Karya (Persero) and a subsidiary of PT Hutama Karya Infrastruktur (HKI).

As a steel manufacturing company with high operational complexity, PT Bhirawa Steel faces significant challenges in managing its information technology (IT). The IT environment is still on-premise-based, with 80% to 90% of infrastructure management and technology governance carried out independently by the Information Technology System (SIT) Team. The wide operational area coverage and large number of users demand more effective, integrated, and strategic IT governance to prepare for the company's future IT challenges.

On the other hand, as a subsidiary of PT Hutama Karya (Persero) and a subsidiary of PT Hutama Karya Infrastruktur, PT Bhirawa Steel also has an obligation to meet the information technology maturity assessment in accordance with applicable regulations, namely the Minister of State-Owned Enterprises Regulation Number PER-2/MBU/03/2023 of 2023 concerning Guidelines for Governance and Significant Corporate Activities of State-Owned Enterprises.


Company Digital Readiness Through IT Maturity Assessment

Based on these needs, Bhirawa Steel has set annual IT Maturity targets. This poses a challenge for the company to prepare appropriate IT governance to bridge the gap between the current situation and the expected targets.

To that end, Bhirawa Steel collaborated with PT Mitra Integrasi Informatika (MII) and carried out the COBIT 2019 IT Maturity Level Assessment & Assistance project for 2025 for approximately 3 months online to identify the strengths and weaknesses in the company's IT management practices.

“Based on the recommendations from the MII team, we gained a lot of awareness, especially on several governance points, so we can complete the points that have not been done, such as documentation, knowledge (about IT governance), and roadmaps. So, those of us with an IT operational background can get guidance again through this IT governance,” said Dewi Endra Sari, Information Technology Systems Manager, PT Bhirawa Steel.


MII Strategic Assistance in IT Governance

In this IT Maturity Assessment project, MII not only acted as an assessor, but also as a strategic partner that provided comprehensive assistance to the company. The process was carried out in a structured manner, starting from the initial assessment, evaluation of existing conditions, to the preparation of improvement recommendations that supported management's strategic decisions for targeted and on-target IT development at Bhirawa Steel.

"We were greatly assisted by the MII consultant team, particularly in raising awareness and understanding across functions outside the IT work unit. Through this assistance, we realized that IT maturity is the responsibility and an important role of all departments/work units in the company, not just the Information Technology (IT) department. With this assistance, the MII consultant team also provided appropriate and relevant recommendations to be implemented to help the company meet its set targets," said Dewi.


Realistic Recommendations and Measurable Roadmap  

Based on the assessment results, MII compiled recommendations tailored to the actual conditions of PT Bhirawa Steel. These recommendations are not idealistic, but take into account the company's current conditions, thus providing clear direction for the company to determine its next steps.

The roadmap that has been developed also includes a clear scope, priorities, targets, and responsibilities, facilitating gradual and measurable implementation. This makes it easier for Bhirawa Steel to gradually fulfill the existing roadmap to deliver the best results.


Positive Impact and Next Steps for IT Governance

The IT Maturity Assessment results show a significant increase in the planned target for the level of IT governance maturity at Bhirawa Steel. One concrete implementation of the MII recommendation is the application of IT Service Management (ITSM), which has transformed the IT service model from a manual system to an automated and controlled one.

“Currently, the Information Technology System (SIT) Department no longer provides services informally through private chats, telephone calls, or personal contacts. All requests and services from the Information Technology System (SIT) Department must be documented through the ITSM application/system, and this has greatly changed our work patterns to be more effective, transparent, and controlled,” said Dewi.

This change is felt not only by the Information Technology Systems (SIT) Department but also by all users at Bhirawa Steel. In addition to improving service quality, this implementation also strengthens accountability and transparency in information technology (IT) management. Furthermore, the assessment results serve as a foundation for management in developing long-term strategies, including plans for implementing information technology (IT) security and service standards.

“The recommendations from MII also help us in planning our next steps, including plans to implement ISO 27001 in 2026 and ISO 20000 in 2027,” said Dewi.
